San Diego Neighborhood Guide
Black Mountain Ranch is a planned community of about 5,100 acres in the northern part of the City of San Diego, between Rancho Peñasquitos, 4S Ranch and the Rancho Santa Fe area. It includes Santaluz, a golf-course community built around a Rees Jones-designed course at The Santaluz Club, and Del Sur in the north. Planned under a 1998 City subarea plan that set aside about 60 percent of the land as open space, it is known for newer homes, canyon and trail views, Poway Unified schools and a rural, early-California setting.

Jeff’s Take
I’ve sold and leased a lot of homes in Santaluz and Black Mountain Ranch. It’s a luxury community planned around open space, with about 60 percent of the land set aside, and Santaluz’s Rees Jones golf course at its heart.
You get newer custom and semi-custom homes, privacy and views, within the City of San Diego.
Who it’s not for: This is a fire-zone community with association dues and special taxes on top of the price. If you want a lower carrying cost, look at Rancho Peñasquitos.
Santaluz vs. 4S Ranch: Black Mountain Ranch offers more open space, the Santaluz golf community and City of San Diego services. 4S Ranch is a County community around a central shopping center.
What buying in Santaluz / Black Mountain Ranch often looks like
Say you find a home in Santaluz on the golf course. Before we write, I check the HOA and club rules, the Mello-Roos and other special taxes, and the fire-zone and brush management requirements for the lot.

Jeff’s note (Q4 2026): 23 homes sold in October at a median of $1,850,000, about flat from a year ago. At 2 months of inventory the market is fairly balanced: well-priced homes sell, and overpriced ones sit.

History
Black Mountain Ranch sits on rolling former farm and ranch land north of Black Mountain. Crop farming on most of the property stopped in 1988, and when the community was planned much of it was used for cattle grazing. The land was part of the City’s North City Future Urbanizing Area, a 12,000-acre reserve that voters, through Proposition A in 1985, required to stay mostly rural unless a public vote approved a “phase shift.” The City adopted a framework plan for the area in 1992, approved an initial vesting tentative map for the ranch in 1995, and adopted the Black Mountain Ranch Subarea Plan on July 28, 1998, with City voters approving it that November. At the time, Black Mountain Ranch Limited Partnership owned about 4,583 acres, with smaller parcels held by other owners around the edges. Development came in two stages: first the 3,690-acre Santaluz area, then the remaining land, including Del Sur in the north.
The land was planned and entitled by Black Mountain Ranch LLC and Black Mountain Ranch Limited Partnership, which prepared the 1998 subarea plan with planning consultants including the M.W. Steele Group and Rick Planning Group. Santaluz was the first stage, approved under a 1995 vesting tentative map that included 942 single-family lots and 179 affordable multi-family homes; it was developed as a golf-course community around The Santaluz Club, whose course was designed by Rees Jones. The later North Village, where Del Sur was built, was planned for about 2,900 homes around a mixed-use core and village green.
Architecture
Black Mountain Ranch was planned as a set of distinct neighborhoods and villages rather than one uniform tract. The City’s subarea plan describes a traditional community with mixed-use village centers, pedestrian connections and lighting standards meant to keep a rural character. Santaluz, the oldest part, takes its theme from early California, with homes, the clubhouse and the golf course set into native grasslands and views stretching from Black Mountain toward the coast at Del Mar. Del Sur, built later in the north, is a village-style community planned around a paseo promenade, a roughly 10-acre village green and open-space links. Across both areas most homes date from the 2000s and later.
Black Mountain Ranch has no designated historic districts; nearly all homes date from the 2000s and later. Its planning history is unusual, though: it lies in San Diego’s voter-protected Future Urbanizing Area, where development beyond rural uses required a public vote. Natural and cultural resources are protected largely through open space, including about 2,240 acres of resource open space and a 400-foot riparian corridor along Lusardi Creek. Owners of any officially designated historical resource in the City of San Diego can apply for a Mills Act contract.
Living Here
The subarea plan projects about 5,400 homes across Black Mountain Ranch, including about 2,900 in the North Village and about 380 in the South Village. Santaluz, the first stage, was approved with 942 single-family lots and 179 affordable multi-family units around its golf course, while the larger North Village area, where Del Sur sits, was planned at higher overall density with a mixed-use core. Most homes belong to one or more homeowners associations, and Santaluz also has a private club with separate membership. The subarea plan called for Poway Unified to form a Mello-Roos community facilities district to fund schools, so buyers should check tax bills for special assessments.
Daily life revolves around open space and recreation. About 60 percent of Black Mountain Ranch is open space, with hiking, biking and equestrian trails linked to regional trails, Black Mountain Open Space Park to the south and the Lusardi Creek corridor through the community. The Santaluz Club offers private golf and club amenities with views toward the coast. In Del Sur, the village green and promenade were planned as gathering places for community festivals. Shopping, dining and services are a short drive away in Del Sur, 4S Ranch, Rancho Bernardo and Carmel Valley.

Black Mountain Ranch is inside the City of San Diego but is served by Poway Unified School District. Public schools include Del Sur Elementary and Willow Grove Elementary, along with Del Norte High School, which opened in August 2009 at 16601 Nighthawk Lane on the edge of Del Sur and 4S Ranch. The subarea plan reserved sites for two elementary schools and middle and high school sites. School assignments follow attendance boundaries, so buyers should confirm the schools for a specific address with the district.

Most homes are in homeowners associations, and the subarea plan called for a Mello-Roos district to fund Poway Unified schools. Check the specific property’s tax bill and HOA documents.
Both are newer master-planned communities served by Poway Unified schools, but Black Mountain Ranch is inside the City of San Diego and includes the golf-course community of Santaluz and roughly 60 percent open space. 4S Ranch is unincorporated County land organized around 4S Commons.
